PM Modi Lauds Jaitley’s Pro-Farmer Budget

Asserting that the General Budget aimed at fulfilling the dreams of people, Prime Minister Narendra Modi on Monday lauded the efforts of Finance Minister Arun Jaitley for focusing on the development of agriculture, farmers and rural areas.
"This budget is about the dreams of the people. I congratulate Finance Minister Arun Jaitley and his team for the General Budget, which focused on development of agriculture, farmers, women and rural areas. There have been important steps taken in this Budget in the direction of doubling the income of farmers by 2022," Prime Minister Modi said.
The Prime Minister said this Budget clearly called for electrification of villages, thus giving an impetus to rural infrastructure.
"Through this budget, housing sector will be strengthened and this will boost our dream of 'Housing for All'. In the health sector, the government has taken many initiatives. We want to stand shoulder to shoulder with the people in times of illness," he said.
The Prime Minister said the Budget has allocated substantial resources to create infrastructure across the country.
"Our youth, especially the Dalit youth and tribal youngsters want to be job creators and not job seekers and for us, primary education is very important. A qualitative transformation of the education sector is what we are giving priority to," he added.

Advani Praises Jaitley’s 2016-17 Budget

Bharatiya Janata Party (BJP) veteran Lal Krishna Advani on Monday dubbed the General Budget for 2016-17 presented by Union Finance Minister Arun Jaitley in Parliament as the best ever, saying it has the potential to boost India's economic growth with employment generation while reducing social imbalances.
"Have seen many budgets being presented in Parliament, the one presented by Finance Minister Jaitley today is certainly one of the best budget so far. Budget 2016 has potential to boost India's economic growth with employment generation, while reducing social imbalances. ," Advani said.
"Budget 2016 has made unprecedented provision for accelerating and modernising infrastructure in critical areas such as highways, railways. At a time when global economy remains weak, India's growth is laudable. It looks to become even brighter in the coming years," he added.
The BJP veteran further said the most heartening of the Budget is its strong emphasis on the neglected task of revitalisation of agriculture and rural development.
"Prime Minister and Finance Minister adopted approach that promises to make India stronger and more prosperous, while making 'Antyodaya' central theme of economic growth," he added.
Presenting the General Budget proposals for 2016-17 in Parliament today, Jaitley said that the government's agenda is to transform India, with incentives for agriculture and farmers' welfare, rural employment and development of infrastructure, covering all welfare and health services as well as making India as a knowledge based and productive society.
Jaitley said that government will reorient its intervention in the farm and non-farm sectors to shift focus beyond the country's food security to farmers' income security.
He said that a total allocation of Rs.35, 984 crore is proposed for this purpose in order to double the income of farmers by 2022.
He said that a Unified Agricultural Marketing E-Platform will be dedicated to the nation on the birthday of Dr. Baba Saheb Ambedkar on April 14 this year to help the farmers in accessing markets, which is critical for enhancing their income. (ANI)

Israel's Seeker Technology to Revolutionise Indian Defence

India and Israel are expected to ink a significant Defence deal worth over Rs50,000 crore for Seeker technology ahead of Prime Minister Narendra Modi’s visit to Tel Aviv later this year. The cutting-edge technology will help India take a giant leap forward in manufacturing smart weapons within the country and rapidly modernise missile and rocket system used by the IAF, Army and Navy.
The talks for wrapping up the deal are in advanced stage between the two countries and Israel has agreed to transfer the expertise to develop and manufacture Seeker technology. It will enable the Defence forces to identify, acquire and then destroy an enemy missile or aircraft at long range or beyond visual range, reports Defence News.
In simple terms, it means a warship can fire a missile at a hostile target at more than 200 km distance without visually sighting it as compared to the present 50 to 60 km. Seeker technology will also revolutionise the armoured corps as tanks will hit a target at a greater distance and same will be the case for fighter jets. In fact, this technology will cover the entire gamut of missiles ranging from Akash to Long Range Surface to Air Missiles (LRSAM) used by the three Services.
Elaborating upon the importance of this proposed deal, officials said here on Saturday the countries including the US and some European countries are reluctant to transfer Seeker technology to India resulting in the country’s missile system lagging behind by at least two generations.
Against this backdrop, Israel has given a clear signal that it will provide the critical ‘know why’ instead of ‘know how’. Starved of the state-of-the-art technology, the Indian industry depends on know how or technology transfer but has not been able to master entire process of manufacturing a smart weapon from scratch. In turn, it hampers the faster modernisation of the armed forces as they are using weapons which are at least 15 to 20 years behind in terms of technological advancement as compared to the US, China and NATO countries.
Defence Research and Development Organisation (DRDO) will be the lead agency in developing this technology. The Prime Minister’s Office (PMO) had given an “in-principle” approval for setting up of an Rs6,000-crore facility by the DRDO for air missile defence systems last year.
Besides the Seeker technology deal, the two countries are likely to ink a Rs10,000-crore deal for joint development of a medium-range surface-to-air missile system for the Indian Army.
The other pacts include procurement of 164 laser-designation pods or ‘Litening-4’ for IAF fighters like SU-30s and Jaguars as well as 250 advanced ‘Spice’ precision stand-off bombs capable of destroying fortified enemy underground command centres. The Cabinet Committee on Security (CCS) chaired by the Prime Minister may clear it next month, sources said.
Talks are also underway to finalise a Rs3,200-crore contract for 321 ‘Spike’ anti tank guided (ATGM) systems and 8,356 missiles. The Army is in urgent need for third-generation ATGMs, with a strike range of over 2.5-km and fire-and-forget capabilities, to equip all its 382 infantry battalions and 44 mechanised infantry units.
The NDA Government in 2014 had selected the Israeli Spike ATGM over the US Javelin missile system, but the actual contract could not be inked due to some issues. The project involves an initial off-the-shelf induction, followed by large-scale indigenous manufacture by Bharat Dynamics Ltd (BDL).
The proposed medium range surface to air missile (MRSAM) project between DRDO and Israeli Aerospace Industries (IAI), too, is a big ticket item, officials said. The initial order is for one MRSAM regiment, with 16 firing units along with their multifunction surveillance and weapon control systems. BDL will manufacture these missiles. DRDO and IAI are already engaged in a project worth over Rs13,000 crore for Navy and IAF for developing similar missiles.
Incidentally, the Israel Defence industry is closely involved with the DRDO in more than 30 projects, including development of radars, electronic warfare systems and satellite based command and control systems for the three Services.
Moreover, Israeli made Greenpine radars are successfully integrated into the Agni missiles systems capable of carrying nuclear warheads. Israel is now the third largest weapon supplier after the US and Russia to India since diplomatic ties between the two nations were established in 1990.

India pursuing ‘Fancy’ Military Projects: Pak Daily

India's rapid economic growth has helped the country to persue “fanciful defence projects” and it also suggests that “ambition more than pure threat perception is driving the country's defence strategy”, a Pakistani Daily said in an editorial piece.
“An economy that is still growing at more than seven percent per annum has created the fiscal space for India’s policymakers to pursue fanciful projects,” the influential Dawn said in an editorial.
The paper said that India had never shown any interest to the Strategic Restraint Regime (SRR) that seeks nuclear restraint, conventional balance and dispute settlement.
Emphasing the need for SRR, it further said that Pakistan and India are among the top 10 importers of arms globally.
The editorial comes after Pakistan's National Command Authority (NCA), the apex nuclear body in the country, met on Wednesday and “re-emphasised its desire for establishing SRR in South Asia.
The NCA also called for “meaningful and sustained comprehensive dialogue for resolution of all outstanding disputes”.
Saturday's editorial emphasised that SRR would eliminate the possibility of an arms race between India and Pakistan through a dispute settlement mechanism as envisaged by SRR.
It also claimed that “India has never been interested in SRR.”
Drawing opinions from the country's various security experts, the editorial sought to explore the reasons behind an said that India's “massive investments to transform its military capabilities do suggest that ambition more than pure threat perception is driving India’s defence strategy”.
“An economy that is still growing at more than seven percent per annum has created the fiscal space for India’s policymakers to pursue fanciful projects,” the paper added.
It said that it was “India’s consideration of Cold Start, a next-generation conventional capability, that triggered Pakistan’s interest in tactical nuclear weapons.
“Cold Start was Pakistan-specific and had little relevance to China, suggesting that if India had shown restraint in its public posturing, the Pak-India nuclear threshold would not have been altered.
Emphasising the importance of a compresensive dialogue between Indian and Pakistan, the paper noted “Indian and Pakistani policymakers are ultimately rational actors.
“Dialogue may not yield immediate or significant breakthroughs, but that is why it needs to be meaningful and sustained. The NCA statement suggests that the military is supportive of comprehensive dialogue. India should meet Pakistan half way.”

Budget 2016: Cigarettes, Cars, Jewellery Get Costlier

Buying a car just got costlier as Finance Minister Arun Jaitley has announced a 1% additional tax on cars costing above Rs 10 lakh. Small cars too have not been spared as a 1% infra cess has been levied on them.
A 2.5% infra cess will be imposed on diesel cars.
Jaitley also said that a 4% additional levy will be imposed on high-capacity passenger vehicles and SUVs.
Apart from cars, here’s a list of things that have become more expensive
Cigarettes: Cigarette prices will also go up as the finance minister proposed to hike excise duty on tobacco (except bidis) by 10-15 per cent .
Jewellery: A 1 percent excise duty has been levied on gold and diamond jewellery.
Aerated drinks (Coke, Pepsi) and Mineral water will get costlier by 3%.

Jaitley’s 9 Pillars For Transforming India

Finance Minister Arun Jaitley today listed ‘nine pillars’, including tax reforms, promoting ease of doing business and ensuring fiscal discipline, that will transform India.
Unveiling the Budget 2016-17, he said the pillars also include emphasis on governance reforms.
The other pillars, he added, include focus on agriculture and rural areas with a view to doubling farm income by 2022.
Besides, he said, government will lay greater emphasis on social sectors, education and skill building and job creation for building a knowledge based and productive economy.
The government, Jaitley said, will also focus on infrastructure investment, financial sector reforms, fiscal discipline and tax reforms to reduce compliance burden.

Income Tax Relief Announced For Small Taxpayers

Finance Minister Arun Jaitley announced two new measures to provide relief to small taxpayers in Budget 2016.
1) Mr Jaitley raised the deduction limit under Section 87A of the Income Tax Act from Rs. 2,000 to Rs. 5,000 per annum. Under Section 87A, taxpayers first reduce Rs. 2,000 from their total tax payable. This section applies to those with total income of less than Rs. 5 lakh.
Mr Jaitley said the move will help more than 2 crore taxpayers.
2) The finance minister also announced relief for taxpayers who do not own a house and don't get house rent allowance from employers. So far, such taxpayers got a relief of Rs. 24,000 per year, which has now been raised to Rs. 60,000 per annum, Mr Jaitley said. The measure will provide "relief to those in rented houses", the finance minister added.
3) Mr Jaitley also announced an additional deduction of Rs. 50,000 on interest paid by first-time home buyers on home loans of up to Rs. 35 lakh, provided the house value doesn't exceed Rs. 50 lakh.

Finance Minister Arun Jaitley has reached Parliament with the Union Budget enclosed in a briefcase, brown tending to red. He met President Pranab Mukherjee at Rashtrapati Bhavan a short while ago. After Union Cabinet approves the Budget, Mr Jaitley will present it to Parliament at 11.
Prime Minister Narendra Modi wants today's Budget to appeal to India's rural poor, officials familiar with his thinking said, in a strategy shift designed to boost his party, the BJP's prospects in crucial state elections to be held soon.
But that will disappoint investors. Stock markets opened lower ahead of Budget announcements on Monday morning.
The government is expected to increase spending on agriculture, health and social sectors, a change from its focus on infrastructure spending and market reforms, officials told Reuters.
In its first two years in power, the Modi government splurged on roads and railways at the expense of welfare programmes in the hope of creating economic stimulus. The PM's gamble was that infrastructure investment would eventually generate dividends for the poor and the rural community.
But rising rural distress after back-to-back droughts and the recent election defeat in Bihar, a largely agricultural state, have upset that calculus. The BJP calculates that the opposition successfully attacked the government as a "suit boot ki sarkar (government for the rich)." Today's Budget is expected to counter that criticism ahead of key elections in heartland farming states such as West Bengal this year and Uttar Pradesh next year.
But the increased social spending may hike the closely watched fiscal deficit to 3.8 percent of GDP next financial year from a target of 3.5 percent, one official said. Last week, the rupee slumped on fears of a higher deficit level.
Investors are looking for concrete initiatives from PM Modi's government to make it easier to do business, with hopes it will move to simplify a complex tax regime seen as deterring investors.
While Mr Jaitley has previously outlined his intention to reduce corporate tax from 30 to 25 percent before the next election, Monday is expected to be the first time he lays out a detailed roadmap to reach that target.
"I have an exam too. 125 crore Indians are going to test me, tomorrow is the Budget," Prime Minister Narendra Modi said in his radio address Mann Ki Baat on Sunday as he wished school students for the board examinations that begin tomorrow.
The finance ministry has promised that the 2016-17 budget will be "growth-oriented" in the face of a global climate that appears significantly more challenging than last year.

অবিশ্বাস্য হলেও এটাই সত্যি। বিএসএনএল সংস্থার তরফ থেকে খোদ প্রধানমন্ত্রী নরেন্দ্র মোদীকে জিজ্ঞাসা করা হয়েছে, তাঁর নাম, ফোন নম্বর, ঠিকানা। এই তথ্যগুলি পাওয়ার পর সংস্থার তরফ থেকে ট্যুইট করে ধন্যবাদও জানানো হয় নরেন্দ্র মোদীকে।

আর সেই ট্যুইট নিয়েই ঝড় ওঠে সোশ্যাল মিডিয়ায়। মোদীর কাছে নাম, ফোন নম্বর চাওয়া হয়েছে দেখে তা নিয়ে মজা করতে শুরু করে নানারকমের ট্যুইট করেন অনেকেই। বিশ্বের সবথেকে বড় গণতন্ত্রের প্রধানমন্ত্রী নরেন্দ্র মোদীকে এই ধরনের প্রশ্ন করা নিয়ে বেশ চাঞ্চল্য ছড়িয়েছে। তবে এটাই প্রথমবার নয়। কিছুদিন আগেই সচিন তেন্ডুলকরকে পুরো নাম জিজ্ঞাসা করায় বিতর্কের মুখে পড়তে হয় সচিন তেন্ডুলকরকে।

এবার আন্দামান সাগরে ঢুকে পড়ল চিনা যুদ্ধজাহাজ




আন্দামানকে কিছু দিন আগেই নিজেদের ম্যাপের অন্তর্ভুক্ত হিসেবে দেখিয়েছিল চিন। এ বার আরও একধাপ এগিয়ে সরাসরি আন্দামান সাগরে ঢুকে পড়ল চিনের একটি সাবমেরিন টেন্ডার। ভারতীয় নৌসেনার রাডারে দেখা গেল লাল বিন্দু। ভারতীয় জলসীমায় ঢুকে পড়া জলযানটি যে আদতে চিনা রণতরী, তা বুঝতে পারার সঙ্গে সঙ্গে আন্দামান নিকোবর কমান্ডে সতর্কবার্তা জারি করা হয়েছে।

এই ঘটনাকে যথেষ্ট গুরুত্ব দিয়ে দেখছে কেন্দ্রীয় প্রতিরক্ষা মন্ত্রক। পিপলস লিবারেশন আর্মি নেভি’র যে যুদ্ধজাহাজটিকে আন্দামান নিকোবর দ্বীপপুঞ্জের খুব কাছে মঙ্গলবার দেখা গিয়েছে, সেটি একটি সাবমেরিন টেন্ডার। জলের তলা দিয়ে গোপনে হানা দেওয়া সাবমেরিনকে সাহায্য করতে এবং সাবমেরিনে প্রয়োজনীয় জিনিসপত্র সরবরাহ করতে এই ধরণের রণতরী ব্যবহৃত হয়।

কমান্ডার ই চিফ ভাইস অ্যাডমিরাল পি কে চট্টোপাধ্যায় বলেন, ''চিনা রণতরীর চলাফেরার উপর নজরদারি চালানো হচ্ছে। এটাই প্রথমবার নয়। আগেও এই দ্বীপের আশেপাশে চিনা রণতরী দেখা গিয়েছে। বাড়ানো হয়েছে নিরাপত্তা।'' তিনি আরও জানিয়েছেন গত ৮-৯ মাসে আন্দামান নিকোবরের প্রতিরক্ষা পরিকাঠামো খুব দ্রুত বাড়িয়েছে নয়াদিল্লি। বেশ কিছু নতুন রাডার এসেছে। একটি সাবমেরিন বিধ্বংসী যুদ্ধজাহাজ ইতিমধ্যেই টহল দিচ্ছে আন্দামান সাগরে। ফলে কোনও দেশ জলের তলায় লুকিয়ে হানা দেওয়ার চেষ্টা করলে, তা সফল হবে না। মিসাইল করবেট গোত্রের একটি বিশাল যুদ্ধজাহাজ ১ এপ্রিল আন্দামান নিকোবর কম্যান্ডের হাতে আসছে বলেও ভাইস অ্যাডমিরাল জানিয়েছেন।

একদন বিজ্ঞাবীর মনেই উঁকি দেয় এই প্রশ্ন৷ তাই নারীর মনের খোঁজ নিতে গবেষণা শুরু করেন তারা৷ এই গবেষণা থেকেই জানা যায় এইজন নারীর কাছে পুরুষের সবচেয়ে আকর্ষণীয় গুণ হল তার কন্ঠস্বর৷ বৈজ্ঞানিকদের দাবি, পুরুষের কন্ঠ শুনেই নারীরা কল্পনা করে নিতে পারেন সেই পুরুষকে কেমন দেখতে৷ বিজ্ঞানিরা এই গবেষণায় দেখেন, পুরুষের কন্ঠস্বর নারীর মনে গভীর আলোড়ন সৃষ্টি করে৷ কেবল কন্ঠস্বরের মধ্যমেই পুরুষের দেহের গঠন, উচ্চতা, রসবোধ আন্দাজ করে নিতে পারেন একজন নারী৷ গবেষকেরা জানিয়েছেন, আসলে শব্দের স্পন্দন ও কন্ঠস্বরের ওঠানামাই হল আসল বিষয়৷ একজন পুরুষ কি বলছে, কিভাবে বলছেন তা এক্ষেত্রে একটুও গুরুত্বপূর্ণ নয়৷
ইউনির্ভাসিটি কলেজ অফ লন্ডনের এই গবেষণা থেকে আরও জানা যায়, পুরুষের ক্ষেত্রে ভারী কন্ঠস্বর ও নারীদের সরু কন্ঠস্বর হলে তারা বেশি আকর্ষণীয় হন৷ ফলে এতে শ্রোতা তার চেহার মনে মনেই কল্পনা করে নিতে পারেন৷ রীতিমতো হাতে কলমে পরীক্ষা করেই এই সিদ্ধান্তে পৌঁচেছেন গবেষকেরা৷ এই গবেষণা ১০ জন মহিলাকে রেকর্ড করা পুরুষকন্ঠ শোনানো হয়৷ এর পরিপ্রেক্ষিতে মহিলাদের মন্তব্যও রেকর্ড করা হয়৷ দেখা গেছে, প্রত্যেক মহিলাই পুরুষের কন্ঠস্বর শুনে  তার চেহারা, যৌনতা এমনকি তাকে কেমন দেখতে তা আঁচ করার চেষ্টাও করেছেন৷ মহিলাদের উত্তর থেকে গবেষকেরা আরও বেশ কিথু প্রবণতা লক্ষ করেছেন৷ যেমন, কোন পুরুষের কন্ঠস্বর ভারি হলে এবং কন্ঠস্ব কম কাঁপলে মহিলারা সেটি বেশি পছন্দ করেন৷ 

সবাই কম বেশি সাইকো


সাইকো কথাটির আসল অর্থ না জেনেই আমরা কথাটিকে প্রয়োগ করি কোনও কোনও ব্যক্তির উপরে৷ সাইকোপ্যাথি আসলে একটি মানষিক অসুস্থতা সে কথা আমরা সকলেই জানি৷ কিন্তু ঠিক কিধরণের মানসিক অসুস্থতাকে সাইকো বলে? সেকথা জানি না আমরা অনেকেই৷ আমাদের চারপাশে এইধরণের মানসিক অসুস্থতা নিয়ে অনেকেই ঘুরে বেড়াচ্ছেন৷ তাদের মধ্যে আপনিও নেই তো? দেখে নিন ঠিক কি কি মানসিক অবস্থার জন্য কোনও ব্যক্তি সাইকো হতে পারে?

অগভীর আবেগ, কম ভয়, উদাসীন সহানুভূতি, ঠাণ্ডা মাথায় অন্যায় করা, নিজ দোষ শিকার না করা, নিজেকে নি আত্মগরিমা, মানুষকে মিথ্যা কথা দিয়ে প্রভাবিত করা, দায়িত্বজ্ঞানহীনতা, পরিকল্পনা করে অন্যায় কাজ করা, সুযোগ খোঁজা, মানুষের ক্ষতি করে অনুতপ্ত না হওয়া, মানুষের কষ্ট দেখে উপহাস করা এবং অসামাজিক আচরণ যেমন খারাপ চরিত্রের দিকে ধাবিত হওয়া, স্বার্থপূরণের জন্য নিজের চরিত্র নষ্ট করা, পরের সাফল্যের বা শ্রমের উপর নিজ জীবনধারা বিন্যাস করা এবং ঠাণ্ডা মস্তিষ্কে অপরাধিত্ব বজায় রাখা ইত্যাদি। এই সবের কোনওটিই সুস্থ সাধারণ মানুষের মস্তিষ্কপ্রসূত হয় না৷ মানুষের মধ্যে এসব আচরন বিদ্যমান থাকলে বুঝতে হবে সেই মানুষটি সাইকোপ্যাথ।

সাইকোপ্যাথ নারী ও পুরুষ উভয়ের মধ্যে বিরাজমান । তবে কারও মধ্যে উপরের যে কোনও একটি আচরন বিরাজমান আছে বলেই ধরে নেওয়া যাবে না যে উনিই সাইকোপ্যাথ। তবে মনোবিদদের মতে কিছু আচরন আছে যা একাই সাইকোপ্যাথি পয়েন্ট টেবিলে অনেক উচু পর্যায়ে। এসব আচরনের মধ্যে মানুষের ক্ষতি করে অনুতপ্ত না হওয়া, মানুষের কষ্ট দেখে উপহাস করা, পরিকল্পনা করে খারাপ কাজ করা, ইত্যাদি সাইকোপ্যাথ আচরনের প্রারম্ভিক লক্ষণ সমূহ এবং এসব আচরন দেখে আপনি অন্যান্য আচরনগুলো মিলাতে পারেন।

এসব মানুষেরা তাদের ভুল ও অন্যায় ঢাকার জন্য নানা রকম আপরাধমুলক কাজ করে থাকে এবং সামাজিক সহানুভূতি নেওয়ার চেষ্টা করে। সাইকোপ্যাথরা প্যাথলজিকাল মিথ্যুক বা অনর্গল মিথ্যা কথা বলে নিজেদের স্বার্থ আদায় করে এবং এরা নিজেকে ছাড়া আর কিছুই বোঝেনা। সামাজিকতার পরোয়াও এরা করেনা। এদের অনেকেই উচ্চ শিক্ষিত মানুষদের দলে পড়েন। সাইকোপ্যাথির মধ্যে বিরাজমান চারিত্রিক বৈশিষ্ট্য সমুহ বিশ্লেষণ করে ডঃ রবার্ট ডি. হেরি সাইকোপ্যাথ চেকলিষ্ট-রিভাইস (পিসি এল আর) তৈরি করেছেন। সাইকোপ্যাথের চারিত্রিক ২০টি লক্ষণ পিসিএল-আর এ বর্ণিত হয়েছে। হেয়ারের মতে একজন অপরাধীর মধ্যে দ্রুত সাইকোপ্যাথি নির্ণয় সূচক চারিত্রিক লক্ষণগুলোকে উনি কয়েকটি উপধারায় ভাগ করেছেন।

উপধারা ১.
১. আত্মকেন্দ্রিক:  যে স্বীয় সত্তা ছাড়া আর কারও কথা চিন্তা করে না। সবসময় নিজেকে নিয়ে ব্যাস্ত থাকে ।
২. চাতুর্য্য:  এরা অত্যন্ত চালাক এবং সামাজিক সহানুভুতিকে নিজ স্বার্থে ব্যাবহার করে।
৩. স্বীয় সুখী:  এরা নিজের সুখের কথা ছাড়া আর কারও কথা ভাবে না।
৪. সুস্থ মাথায় হাসি মুখে মিথ্যা বলা: এরা মিথ্যা বললে তা বোঝার কোনও উপায় নেই। অনড়গল মিথ্যা বলা এদের অভ্যাস।
৫. সুযোগসন্ধানী এরা নিজেদের কাজ হাসিলের জন্য মিথ্যা বলতে থাকে।

উপধারা ২.
১. আবেগ কম থাকা: এদের মানুষের জন্য মায়া দয়া কম থাকে ।
২.  নিজেকে সবসময় নির্দোষ মনে করা এরা কখনওই নিজের দোষ শিকার করে না ।
c. সহানুভূতির অভাব মানুষের কষ্ট ও বিপদে এরা সহানুভূতি দেখায় না।

উপধারা ৩.
১. উচ্চবিলাসিতা: সুযোগোর মাধ্যমে এরা উচ্চ বিলাসিতা বজায় রাখে।
২. খারাপ কাজের উদ্দীপনা সংগ্রহের অনুসন্ধানে থাকা সুযোগ থাকলেও এরা খারাপ কাজের দিকে এগোয়।
৩. পরজীবী জীবনধারা: পরের উপর নির্ভর করতে এরা খুবই পারদর্শী ।
৪. বাস্তবসম্মত, দীর্ঘমেয়াদী লক্ষ্যের অভাব: এরা অন্যায়ের আশ্রয়ধারী৷ এদের বাস্তবসম্মত দীর্ঘ পরিকল্পনা থাকে না।
৫. দায়িত্ববোধহীন: সামাজিক দায়িত্ববোধের অভাব।

উপধারা ৪.
১. অসামাজিকতায় লিপ্ত থাকা: মিষ্টভাষী এরা নানান ধরনের সামাজিক কূকর্মে লিপ্ত থাকে।
২. নিজের অসদাচরণ অনিয়ন্ত্রিত রাখা: এরা মানুষের বোধগম্যের নিচে অবস্থান করে নিজেদের অসদাচরন করতে থাকে।
৩. প্রারম্ভিক আচরণগত সমস্যা: এদের অনেকেই কৈশোর বা যৌবনের প্রারম্ভিক সময় থেকে পাপ কাজে লিপ্ত থাকে।
৪. ফৌজদারী বহুমুখী অন্যায় কাজে লিপ্ত থাকা সাইকোপ্যাথ পুরুষদের সহজে ধরা যায় কিন্তু সাইকোপ্যাথি নারীর লক্ষণগুলো সামাজিক রীতি দিয়ে ঢাকা থাকে। তাই সাইকোপ্যাথ নারী সনাক্ত একটু বেশি কষ্টকর।
৫. এদের অনেকেরই স্বল্পমেয়াদী বৈবাহিক সম্পর্ক থাকে: অধিকাংশ নারীর মধ্যে এটি বেশি দেখা যায়।
৬. এলোমেলো যৌন আচরণে লিপ্ত থাকা: অন্যান্য চারিত্রিক বৈশিষ্ট্যের সঙ্গে এই উপাদান বিরাজমান থাকবেই।

রেলের কম্বল ধোয়া হয় দু'মাসে একবার



ট্রেনে যে কম্বল দেওয়া হয় সেটা যে খুব একটা পরিষ্কার নয়, তা বোঝাই যায়। তাই বলে এতটা নোংরা? হ্যাঁ, এতটাই নোংরা কারণ দু'মাসে মাত্র একবার ধোয়া হয় এই কম্বল। রাজ্যসভায় প্রশ্নের উত্তর দিতে গিয়ে শুক্রবার রেলের রাষ্ট্রমন্ত্রী মনোজ সিনহা বলেন, বেডসিট, বেড রোল কিংবা বালিশের কভার ধোয়া হয় প্রত্যেকদিন কিন্তু, কম্বল ধোয়া হয় মাসে দু'বার।
শুক্রবার রেলের পরিচ্ছন্নতা নিয়ে প্রশ্ন তোলা হয় রাজ্যসভায়। তার ভিত্তিতেই এই উত্তর দেন তিনি। রাজ্যসভার চেয়ারম্যান হামিদ আনসারি বলেন, আগে যাত্রীরা যে নিজেরা বালিশ, কম্বল নিয়ে আসতেন সেই ব্যবস্থাই ভাল ছিল। তাঁকে সমর্থন করেন কংগ্রেস সাংসদরা। এই প্রসঙ্গে মনোজ সিনহা উত্তর দেন, যদি যাত্রীরা পুরনো নিয়মে ফিরে যেতে চান তাহলে রেল মন্ত্রকের কোনও সমস্যা নেই। তিনি আরও জানান, রেলের ৪১টি মেকানাইজড লন্ড্রি রয়েছে। আরও ২৫টি করার চেষ্টা চলছে আগামী দু'বছরের মধ্যে।

Arrest Warrant Against Digvijay Singh Over Graft Charges

An arrest warrant has been issued against senior Congress leader Digvijay Singh on Friday in the Madhya Pradesh recruitment scam, after he failed to appear in court for the hearing.
Singh is accused to have a connection in the alleged recruitment scam at the Madhya Pradesh Assembly Secretariat in Bhopal between 1993 and 2003 during his tenure as chief minister.
In February last year, the Jahangirabad police had registered a case against Singh, former Speaker Sriniwas Tiwari and others for alleged forgery, conspiracy, cheating, and misuse of office as well as offences under the Prevention of Corruption Act following a complaint filed by the Assembly Secretariat about irregularities in recruitment between 1993 and 2003.
A total of 24 people are accused in the case.

US To Test-Fire New Ballistic Missile From California

The United States is set to test-fire its second intercontinental ballistic missile in a week in a show of military prowess against rivals, reports say.
The planned blastoff overnight on Thursday or early Friday of unarmed Minuteman III from a silo at Vandenberg Air Force Base in California is meant to demonstrate the ability of American nuclear arms, according to Reuters.
The strategic missile will be headed toward a target area near Kwajalein Atoll in the Marshall Islands of the South Pacific.
Deputy Defense Secretary Robert Work said the tests, conducted at least 15 times since January 2011, send a message to strategic competitors like Russia, China and North Korea that the United States has an effective nuclear arsenal.
"That’s exactly why we do this," Work told reporters.
"We and the Russians and the Chinese routinely do test shots to prove that the operational missiles that we have are reliable. And that is a signal ... that we are prepared to use nuclear weapons in defense of our country if necessary," he added.
Demonstrating the reliability of the nuclear force has taken on additional importance recently because the aging US arsenal is near the end of its useful life and a spate of scandals in the nuclear force two years ago raised readiness questions.
The Defense Department has poured millions of dollars into improving conditions for troops responsible for staffing and maintaining the nuclear systems. The US administration also is putting more focus on upgrading the weapons.
President Barack Obama’s final defense budget unveiled this month calls for a $1.8 billion hike in nuclear arms spending to overhaul the country's aging nuclear bombers, missiles, submarines and other systems.
The president's $19 billion request would allow the Pentagon and Energy Department to move toward a multiyear overhaul of the atomic arms infrastructure that is expected to cost $320 billion over a decade and up to a trillion dollars over 30 years.

ওয়াশিং মেশিনে কাপড় ধোওয়ার ৭টি টিপস

আজকাল অনেক বাড়িতেই ওয়াশিং মেশিন আছে। এই যন্ত্রটি যেমন সময় বাঁচায়, তেমনই বাঁচায় শ্রমও। তবে অনেকেরই অভিযোগ করেন যে ওয়াশিং মেশিনে কাপড় পরিষ্কার হয় না, গুঁড়ো সাবান বেশী খরচ হয়, কাপড় নষ্ট হয়ে যায় দ্রুত ইত্যাদি।
 চলুন, জেনে নিই এমন ৭টি টিপস যা আপনার ওয়াশিং মেশিনে কাপড় ধোওয়াকে অনেক সহজ করে দেবে৷
১. ওয়াশিং মেশিনে সাবানের খরচ কমাতে চাইলে আছে একটি ট্রিক। জলে সাবান গুলে নিন। তারপর এই সাবান গোলা জলে কাপড়গুলো ভিজিয়ে তবেই দিন মেশিনে। এতে সাবান খরচ কম তো হবেই, অন্যদিকে কাপড় ভালো পরিষ্কার হবে এবং বেশী কাপড় হলেও সব কাপড়ে সমানভাবে সাবান লাগবে।
২. ওয়াশিং মেশিনে কখনোও ধারণ ক্ষমতার বেশী কাপড় দেবেন না। বরং একটু কম দিতেই চেষ্টা করুন।
৩. জর্জেট বা হাতের কাজ করা কাপড় ওয়াশিং মেশিনে না দিয়ে হাতেই ধুয়ে ফেলুন। জর্জেট কাপড়ের সেলাই থেকে খুলে আসে বেশী চাপ পড়লে ফলে সুতো উঠে যায়।
৪. কাপড়ের ক্ষতি এড়াতে ও বিদ্যুৎ বিল বাঁচাতে ওয়াশিং মেশিনের "স্পিনিং" (কাপড়ের জল ঝরিয়ে দেওয়া) অপশন ব্যবহার করবেন না। এতে কাপড় দ্রুত নষ্ট হয়ে যায়। বন্ধ রাখলে বরং কাপড়ের সাথে সাথে বিদ্যুৎও বাঁচবে।
৫. ওয়াশিং মেশিনে কাপড় পুরোপুরি শুকিয়ে দেওয়ার অপশন থাকলেও ব্যবহার করবেন না। নিজেই চিপে বাতাসে শুকোতে দিন। কাপড় বেশিদিন ভালো থাকবে, বিদ্যুৎও বাঁচবে।
৬. ওয়াশিং মেশিনের জন্য আলাদা যে গুঁড়ো সাবান পাওয়া যায়, সেগুলো কেনার কোন প্রয়োজন নেই। অযথা আপনার টাকা নষ্ট হবে, কাজ হবে সেই একই। চটকদার বিজ্ঞাপনে না ভুলে সাধারণ গুঁড়ো সাবানই কিনুন।

৯. কিছু কিছু কাপড় বিশেষ ভাবে পরিষ্কার করার প্রয়োজন হয়। চাদর, বেডশিট ইত্যাদি হালকা গরম জল দিয়ে ভিজিয়ে রাখুন, সাথে সাবান মেখে রাখুন। ঠাণ্ডা হলে মেশিনে দিন। শার্ট-এর কলার হাতে পরিষ্কার করে তারপর মেশিনে দিন। ভালো পরিষ্কার হবে।

Won’t Vacate Siachen, Can’t Trust Pak: Parrikar

India will not vacate the Siachen glaciers as Pakistan cannot be trusted and it may occupy the strategic location once it is vacated, Defence Minister Manohar Parrikar said on Friday.
India occupies the highest point in Siachen glaciers, the Saltoro Ridge which is located at 23,000 feet, he said.
"If we vacate the position, the enemy can occupy the position and they would have the strategic advantage. Then we would have to lose many more lives. We know the experience of 1984 (Siachen conflict).
"I know we have to pay the price and I salute our armed forces personnel, but we have to maintain this position. We have to man the strategic position. The position is very important from the strategic point of view. I don't think anyone in this House can take Pakistan's words for granted," Parrikar said.
The Defence Minister said so far 915 people have lost their lives in the last 32 years in Siachen, which comes to 28 lives every year. This has now been reduced to 10 lives every year.
Parrikar said constant medical support is given to those serving in the Siachen glaciers which is six times more than the normal medical care. A total of 19 categories of clothing are provided to the soldiers in addition to various other assistance like snow scooters.
Replying to another question, the Minister said the 7th Pay Commission has recommended substantial increase in benefits to those serving in hostile terrain and the Defence Ministry will ensure that defence personnel working in hostile terrain are compensated properly.
"There will be an increase but I can't say how much," he said.

Man With World's Largest Feet Receives Welcome Gift

Finding comfortable shoes can be a challenge even for those with average-shaped feet. But it's virtually impossible for the Venezuelan man who holds the record for the world's largest feet.
So it is hard to overstate just how welcome the gift was Jeison Rodriguez received on Wednesday: four pairs of size-26 shoes.
The donation from Georg Wessels -- a German shoemaker who specializes in making irregular-sized shoes -- included boots, sneakers, clogs and sandals.
"I've been making shoes for the world's tallest people for almost 40 years and I do it for free," Wessels said in a telephone interview.
The businessman says he has donated some 500 pairs of shoes.
"I never stop to think how much these shoes cost because they're gifts," he said.
The Guinness Book of World Records recognized Rodriguez, 20, as having the world's largest feet in 2014. His right foot measures 15.8 inches (40.1 centimeters) and his left 15.6 inches.
Although Rodriguez and Wessels do not speak a common language, they have kept in touch since the German first gave him three pairs of shoes three years ago.
"Jeison was so very pleased. It was incredible," said Wessels, who was contacted at the time by relatives of Rodriguez living in Germany.
Rodriguez is also Venezuela's tallest man at 7 feet three inches (2.21 meters).

Trump’s Advent Makes fellow Republicans Jilted

US Republicans in Washington are coming to grips with what many of them not long ago considered an unimaginable reality: Donald Trump is likely to be their presidential nominee and standard-bearer.
The prospect of Trump winning the Republican primary had been the stuff of Washington jokes,
whispered hallway conversations and eye-rolls, even as he led in public opinion polls for months and dominated debate after debate.

But with the brash billionaire now winning three straight contests in New Hampshire, South Carolina, and Nevada, denial is giving way to a mostly gloomy acceptance that he may have too much momentum to be stopped, especially if wins big in key Southern primaries next week that look favorable to him.

"It fills all of us with concern and dread," said Senator Jeff Flake of Arizona, who has endorsed fellow Senator Marco Rubio of Florida, considered the main hope of the Republican establishment to derail Trump's march to the nomination.

Trump has vowed to scrap US trade deals, slap a tariff on imported goods and raise taxes on hedge-fund managers, as well as retain some sort of mandate to purchase health insurance - clashing with the free-market principles that have long underpinned Republican economic policy.

Some Republicans in Congress, such as Flake and Senator Lindsey Graham of South Carolina, said a Trump nomination would do enormous damage to the party and predicted a heavy election defeat in November to the eventual Democratic nominee.

"I am like on the team that bought a ticket on the Titanic after we saw the movie," said Graham, contending that Trump would be "slaughtered" in the general election.

In a Republican presidential debate in Houston on Thursday night, another Trump rival, Senator Ted Cruz of Texas, challenged him on his electability, citing ties to Democratic front-runner Hillary Clinton such as a donation to the Clinton Foundation.

Trump responded by ridiculing Cruz for his inability to win more than the early voting state of Iowa and taunted him for being behind the billionaire in opinion polls in Cruz's home state of Texas.
Said Trump, "If I can't beat her, you're really gonna get killed, aren't you?"

Another Rubio supporter, Representative Carlos Curbelo of Florida, told Reuters he would not back Trump if he were the nominee. "If the nominee is a fraud, and someone who's offensive, and incapable of being an effective president like Donald Trump, I won't support him," Curbelo said.
Other Republicans tried to be more optimistic.

"I don't think his nomination would be catastrophic," said Senator Susan Collins of Maine. She said she did not believe, as some strategists fear, that having Trump on the ballot in November would hurt Republican chances for holding onto control of the Senate, where the party now has a 54-46 edge.

Conservative economist Arthur Laffer, an adviser to former President Ronald Reagan who has been counseling Trump on tax policy, said he was convinced the real estate mogul was open to sound advice.

Laffer recalled Trump telling him: "'Look, if you've got a better idea than I've got, tell me, and I'll change.'"

Senator John Thune of South Dakota suggested Trump's presence could help by bringing more voters to the polls.

"There's a lot of energy, a lot of intensity on our side," Thune said.

"Really freaked out"

Privately, lobbyists, economists, and analysts expressed deep concern about having Trump, who has proposed building a wall along the southern US border and banning Muslims from the country, as the face of the party.

"There are a lot of people who are really freaked out," said Douglas Holtz-Eakin, who was the chief economic policy advisor to 2008 Republican presidential candidate John McCain. "He seems to be winging it."

Conservative policy-makers worry that Trump's pitch to voters is based on his management skills rather than conservative principles.

Juleanna Glover, a prominent Republican communications consultant, told Reuters that Trump's ascent "spells the death of the party's sentient and cohesive governing framework."

Two Republican business lobbyists, who also asked to remain unidentified, told Reuters that they are very concerned about Trump, chiefly because they do not know what he stands for.

They said they have no sense of certainty because Trump's positions on issues such as tax, trade, and regulation range from being only vaguely understood to completely unknown.

By vowing to make America "win" again abroad while going into little detail on his foreign policy plans, Trump is also stirring concern in Washington national security circles.

A high-ranking official at a conservative think-tank, who spoke on condition of anonymity because his job requires him to steer clear of partisan politics, said: "Every serious student of American strategy is sick to their stomach about the possibility of Trump being the Republican nominee."

Robert Kagan, a conservative foreign relations expert at the Brookings Institution think tank, said in a column for the Washington Post on Thursday that he would vote for Clinton rather than Trump.

"The party cannot be saved, but the country still can be," he wrote.

Paul Ryan, the speaker of the US House of Representatives and a leading voice on conservative economic policy, was asked Thursday whether he could work with someone like Trump if he became
the nominee.

"We'll cross these bridges when we get to it," Ryan said. "But I do believe that we will be able to unify as a party."

Asked about the hand-wringing in the Republican establishment about Trump, his campaign manger, Corey Lewandowski, said, "Look, we've got relationships with those guys and we talk to them all the time.

"But I think what you find is that, you know, politics as usual in Washington, D.C., is not something that the American people want," he said. Lewandowski added that voters "sent a very clear message" in the three early voting states where Trump won nominating contests "that they want someone who is going to make fundamental change."

Asked if Trump's campaign would work harder to win establishment endorsements as he got closer to the nomination, Lewandowski pointed to former Florida Governor Jeb Bush, an early establishment favorite who quit the race on Saturday.

"If endorsements mattered," he said, "Jeb Bush would be the nominee."

Child Porn: SC Asks For Centre’s Response Under Oath

The Supreme Court on Friday asked the Centre to file an affidavit on how it plans to tackle the growing menace of child pornography in the country.

The next hearing on this issue will be held on March 20.

The Centre had earlier replied to the apex court that work is on to curb child pornography and soon there will be a proper infrastructure to tackle the menace.

The Supreme Court stressed that in the name of freedom of expression nobody could do any mess with the children.

Rohith Vemula Not A Dalit, Claims Police Report

In an interesting turn to the Rohith Vemula suicide case, a police report has claimed that Vemula was an OBC not a Dalit.

The police report says that certified copies collected from Irrigation Department in Hyderabad claims Vemula's caste as Vaddera (OBC) and not Dalit.

The opposition parties are accusing HRD Minister Smriti Irani for crushing the voice of students and civil society over Vemula's suicide case.

During a debate in the Lok Sabha on Wednesday on the controversies surrounding the Hyderabad University, Irani had said nobody allowed a doctor near Vemula either to revive him or take him to the hospital.

 "Nobody allowed a doctor near him. The police has reported that not one attempt was made to revive this child, not one attempt was made to take him to a doctor. Instead what was done was that his body was used as a political tool, hidden. No police was allowed till 6.30, the next morning. It is not me the Telangana police is saying this," she had said.

However, the duty doctor at the university's health centre had on Thursday contradicted the claim of the HRD Minister.

CMO Dr Rajashree told CNN-IBN that she was not stopped by students when she went to the hostel room. "In fact it was the students who took me to the room and kept on requesting me to do something to revive Rohith," Dr Rajashree said.

Hyderabad University scholar Vemula was expelled by the University of Hyderabad in August 2015 for allegedly attacking a student activist belonging to Akhil Bharatiya Vidyarthi Parishad (ABVP).

He was doing his PhD in science technology and society studies for the past two years.

On January 17, Rohith entered the NRS hostel, locked and hanged himself reportedly after being depressed over his expulsion from the university.

‘Politician Singing Pro-Afzal Tune Could Have Been Killed’

The judge who sentenced Parliament attack convict Afzal Guru to death has hit out at opposition members for backing students who allegedly participated in an event at the Jawaharlal Nehru University (JNU) in his support.

Former High Court judge SN Dhingra, who had heard the 2002 Parliament attack case, said to NDTV that the "same politicians could have been killed" in the terror attack.

"If the group of which Afzal was a part been successful, and many people wanted them to succeed, then those Parliamentarians who are today siding with them, what if 40 -50 of them were killed?  The whole scene in India would have been different," Justice Dhingra said in an exclusive interview.

"So do we want to celebrate Afzal martyrdom day since only 15 common citizens died?"

The arrest of JNU students over an event to mark the anniversary of the hanging of Afzal Guru, during which anti-India slogans were raised, is at the centre of an acrimonious debate in Parliament. The opposition has targeted the government saying the JNU case and the suicide of Hyderabad student Rohith Vemula demonstrate the government's attempts to crush dissent.

Justice Dhingra has also criticized Afzal Guru's hanging being described as "judicial killing" by a section of JNU students.

"Judiciary has been given a right to kill. Judiciary has been given this power to kill a person who is dangerous to society. The Indian Penal Code has provisions that allow and call for this in case a person is dangerous. If this is a judicial killing then would you term every jail sentence as "judicial incarnation?" or "destroying a life?" he questioned.

Asked whether the sedition charge against JNU students is excessive, the retired judge said it is the law in India, however archaic.

"If you go strictly according to law, even utterances are sufficient. if utterances must be accompanied by some sort of action inciting revolt, then neither he, nor Hardik or Jayprakash Narayan were guilty. JP also said the same thing and a sedition case was imposed on him. We say it is an archaic law, most of our law is archaic and inherited from the British and other countries."

After INS Arihant, India To Have Deadlier ‘INS Aridhaman’

India's Nuclear-Powered Ballistic Missile Submarine INS Arihant has cleared all deep sea and weapons firing trials and is waiting for clearance from the Indian Navy to be officially inducted into the force. It will soon join India's underwater fleet and assume operational duties in service to the nation.

INS Arihant will guarantee India a second strike nuclear capability against arch rivals China and Pakistan. It completes India's Nuclear Triad, a capability that allows a country to launch a nuclear missile from Land, Air and Sea.

INS Arihant has four vertical launch tubes, which can carry 12 (three per launch tube) smaller K-15 missiles or four larger K-4 missiles. The K-4 has a longer range of 3,500 km and has completed all trials.

What makes INS Aridhaman deadlier than INS Arihant :::

INS Aridhaman is the second nuclear-powered ballistic missile submarine being built by India. She is being built under the Advanced Technology Vessel (ATV) project to build nuclear submarines at the Ship Building Centre in Visakhapatnam. This submarine will have double the number of missile hatches than its predecessor INS Arihant giving it the ability to carry more missiles. It will have a more powerful reactor than its predecessor.

The boat will have a seven-blade propeller powered by a pressurised water reactor. She can achieve a maximum speed of 12–15 knots (22–28 km/h) on water surface and 24 knots (44 km/h) underwater, reported Defence News.

The submarine has eight launch tubes in its hump. She can carry up to 24 K-15 Sagarika missiles (each with a range of 750 km or 470 mi), or 8 of the under-development K-4 missiles (with a range of 3,500 km or 2,200 mi).

INS Aridhaman will be fitted with the sonar ISS (Integrated Sonar Suite), state-of-the-art sonar developed by NPOL DRDO. It is a unified submarine sonar and tactical control system, which includes all types of sonar (passive, surveillance, ranging, intercept, obstacle avoidance and active). It also features an underwater communications system. The hull features twin flank-array sonars and Rafael broadband expendable anti-torpedo countermeasures.

Launch of INS Aridhaman :::

This is one of India's top secret military projects and hence there are absolutely no reports on the progress of the construction of this deadly nuclear submarine. All we know is that INS Aridhaman after clearing all trials will dominate the Indian Ocean by the end of 2018, if all goes as per schedule.
